Mandates treatment facilities and sober houses maintain naloxone supplies on site in conspicuous locations with written standing order protocols from licensed physicians or advanced practice nurses.

Prohibits chemical dependency treatment facilities and sober houses from denying medications or pharmacotherapies prescribed by licensed physicians.

Defines "sober houses" as temporary housing for persons with alcohol or drug dependency that requires abstinence, provides lockboxes and medication monitoring, maintains naloxone supplies, and provides counseling or referrals to licensed alcohol and drug counselors.

Prohibits landlords from requiring tenants to waive rights or remedies under state or federal law, including security deposits, accommodations, and access to prescribed medications; requires county jails to provide prescribed medications including medication-assisted recovery pharmacologics.
