Appropriates $5,500,000 from bond proceeds to the Public Facilities Authority for a grant to the city of Clearbrook for water infrastructure improvements, including water tower rehabilitation and water treatment plant upgrades.

Funds are available only after the commissioner of management and budget confirms sufficient money has been committed to complete the project, as required by Minnesota Statutes section 16A.502.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $5,500,000 to provide the appropriated funds, following procedures in Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
