Appropriates $1,500,000 in fiscal year 2023 from the general fund to the commissioner of employment and economic development for a grant to WE WIN Institute, Inc., a 501(c)(3) nonprofit organization.

Funds support acquisition and improvement of property in Minneapolis including predesign, design, construction, renovation, furnishing, and equipment of capital improvements.

Facility will provide academic, social, and culturally specific programming and food services for Black students in Minneapolis.

WE WIN Institute, Inc. may enter into use agreements with other 501(c)(3) nonprofit organizations to provide programming in the facility.

Appropriation is onetime and available until the project is completed or abandoned, subject to Minnesota Statutes section 16A.642.
