School boards are strongly encouraged to adopt policies promoting understanding that students often lack skills to respond appropriately to situations, and must support staff in using tiered interventions that teach skills and prioritize student-teacher relationships.

School boards are strongly encouraged to discourage staff from using approaches that take away students' opportunity to build skills for more appropriate responses to unwanted behavior.

School districts and charter schools cannot use recess detention except when a student causes or is likely to cause serious physical harm, parent/guardian specifically consents, or an IEP team determines withholding recess is appropriate for special education students.

School districts and charter schools must attempt to notify parents or guardians within 24 hours of using recess detention and must compile annual data on recess detentions by student age, grade, gender, race/ethnicity, and special education status for public release.

School districts must not withhold or excessively delay student participation in scheduled mealtimes.
