Appropriates an unspecified amount from the bond proceeds fund to the commissioner of transportation for predesigning, designing, and constructing a sound barrier on the west side of Interstate Highway 494 in Eden Prairie between Trunk Highway 62 and Valley View Road.

Authorizes the commissioner of management and budget to sell and issue state bonds up to an unspecified amount to fund the appropriation, with terms and conditions prescribed by Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Becomes effective the day following final enactment.
