Appropriates $3,900,000 from the bond proceeds fund to the Commissioner of Transportation for a grant to Kandiyohi County for a highway-rail grade separation project.

Authorizes construction of an overpass on County State-Aid Highway 55 over BNSF railroad tracks on the southwest side of the Willmar Industrial Park.

Includes funding for property acquisition, predesign, design, engineering, construction, and equipment for the overpass project.

Includes funding for construction and reconstruction of local roadways to reestablish the local road network for County State-Aid Highways 55, 5, and 15.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $3,900,000 to fund the appropriation, effective the day following final enactment.
