Establishes a green training program account in the special revenue fund with $3,000,000 appropriated for fiscal year 2023 to the University of Minnesota Board of Regents.

Creates a green training program committee with at least 50% of members representing and appointed by labor organizations for 25 specified frontline service worker job categories, with initial appointments due by September 1, 2022.

Authorizes program funds for education and training in solid waste reduction, waste sorting, and energy usage reduction, plus per-hour pay increases upon employee completion of training.

Allows the committee to procure training assistance from local workforce investment boards, state colleges, labor organizations, and nonprofit entities with relevant expertise.

Requires the committee to submit annual reports by February 28 starting in 2023 to legislative committees with jurisdiction over higher education policy and finance regarding program status and fund disbursements.
