Appropriates $1,500,000 from bond proceeds to the commissioner of transportation for a grant to Chisago County for preliminary engineering, environmental review, final design engineering, and right-of-way acquisition.

Funds the reconstruction of the interchange at the intersection of Interstate Highway 35 and County State-Aid Highway 19 in Chisago County.

Includes reconstruction of County State-Aid Highway 19 and associated city streets from Interstate Highway 35 to County State-Aid Highway 30.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,500,000 to provide the appropriated funds.

Becomes effective the day following final enactment.
