Appropriates $6,000,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of Marshall.

Funds will acquire, design, construct, furnish, and equip spaces in the social sciences building at Southwest Minnesota State University for regional educational service alternatives.

Target populations include at-risk students, special education students, students with severe disabilities, students with autism spectrum disorder, and students with behavioral issues.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $6,000,000 according to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution, article XI, sections 4 to 7.

Effective the day following final enactment.
