Prohibits criminal convictions (petty misdemeanor, misdemeanor, or gross misdemeanor) for noncompliance with executive orders issued under the March 13, 2020 peacetime emergency declaration (Executive Order No. 20-01)

Prohibits imposition of any civil penalties for violations of those executive orders

Prohibits suspension or revocation of professional or business licenses for violations of those executive orders

Requires vacation and dismissal of existing convictions, refund of fines and penalties, and reinstatement of suspended or revoked licenses if they were imposed in violation of these protections

Effective the day after enactment with retroactive application to March 13, 2020
