Modifies electronic visit verification (EVV) requirements for human services providers in Minnesota to minimize administrative burden on providers and service recipients while preventing fraud.

Prohibits GPS tracking when services are provided outside the home and restricts detailed tracking to predetermined checkboxes rather than real-time monitoring of specific tasks or minute-by-minute allocations.

Exempts individuals providing services who share the same residential address as the service recipient from EVV requirements.

Requires the commissioner to make a state-selected EVV system available to all providers with multiple equipment modes, allowing service providers to choose which mode to use with service recipient approval.

Prohibits reduction of provider reimbursement rates as a result of federal actions reducing the federal medical assistance percentage under the 21st Century Cures Act.
