Reduces the premium increase threshold for withdrawal from the public employees insurance program from 50 percent to 20 percent annually, allowing groups to exit if premiums rise 20 percent or more year-to-year.

Adds $2,000 per insurance-eligible employee direct contribution for school districts with 400 or fewer eligible employees to reduce premium costs before contractual premium proportions are applied.

Requires employers to notify the commissioner of participating employees within two weeks of notifying intent to participate in the program.

Maintains existing 30-day notice requirements for participation and withdrawal determinations and the two-year participation term with automatic renewal.
