Prohibits municipal IDs from being accepted as proof of identification for state services or federal programs administered by the state or political subdivisions

Defines "municipal ID" as a photographic identification card (physical or electronic) issued by a city that includes name, date of birth, residential address, and other identifying information authorized by municipal ordinance

Establishes "resident" eligibility as a person residing within the municipality's corporate boundaries for at least 30 continuous days prior to application who submits identity and residency documentation

Applies to statutory or home rule charter cities in Minnesota

Becomes effective the day following final enactment
