Proposes amendment to Minnesota Constitution removing legislative authority to set congressional and legislative district boundaries and establishing an independent redistricting commission instead.

Commission consists of five retired judges from appellate or district courts, with four judges appointed by the senate majority leader, senate minority leader, speaker of the house, and house minority leader by March 1 following each federal decennial census, and a fifth judge appointed by the four judges by majority vote.

Appointing authorities must consult to achieve geographic balance and cannot appoint judges who previously served as legislators, governors, lieutenant governors, executive officers, or in party-designated or party-endorsed positions.

Commission must adopt new redistricting plans by December 31 of the year following each federal decennial census through majority vote, hold at least three public hearings in different state regions, and allow interested persons to submit proposed plans.

Amendment must be submitted to voters at the 2022 general election.
