Ratifies memoranda of understanding submitted by the commissioner of management and budget to the Legislative Coordinating Commission Subcommittee on Employee Relations on March 17, 2022.

Appropriates $6,440,000 in fiscal year 2023 from the general fund for onetime $200 stipends to bargaining members to offset costs of using individual devices to access the electronic visit verification (EVV) system, with $5,600,000 for stipends and 15 percent for administration.

Appropriates $1,610,000 in fiscal year 2023 from the general fund for onetime stipends to individual providers covered by the Service Employees International Union collective bargaining agreement based on a temporary rate increase memorandum in effect between December 1, 2020, and February 7, 2021, with $1,400,000 for stipends and 15 percent for administration.
