Prohibits utilities from charging customers for costs associated with electric generating facilities powered by natural gas that are placed into service after August 1, 2022, unless the facility is used and useful in public service.

Prevents the Public Utilities Commission from approving securitization of costs related to early retirement of natural gas plants or accelerated cost recovery methods that violate the prohibition.

Allows the commissioner to grant exemptions if a utility demonstrates by clear and convincing evidence that the exemption is in ratepayers' best interests and the utility receives no rate of return on ratepayer payments made under the exemption.
