Amends reckless driving law to explicitly prohibit racing on streets and highways, defining racing as willfully comparing or contesting relative speeds by operating one or more vehicles, constituting reckless driving regardless of posted speed limits.

Creates new section 169.135 establishing comprehensive prohibition on racing, speed competitions, acceleration contests, tire skidding, and engine revving, with penalties ranging from misdemeanor to felony based on injury severity and prior convictions.

Allows peace officers to arrest drivers suspected of racing violations within the past four hours without witnessing the violation in progress.

Authorizes vehicle forfeiture for racing violations resulting in substantial bodily harm, property damage, or prior convictions, with hearings required within 96 hours of seizure.

Appropriates $38,000,000 for three twin-engine helicopters and $7,100,000 for three airplanes for State Patrol, plus unspecified funding for law enforcement overtime enforcement grants, all effective August 1, 2022.
