Requires the Department of Education to establish an evidence-based student threat assessment system designed to support school personnel in conducting threat assessments of students at risk of engaging in violence, destructive behavior, self-harm, or suicide.

Mandates each school establish a school-based student threat assessment team including at least one school administrator, counselor, or mental health representative, and one law enforcement officer to address threats of harm or self-harm.

Requires each school district to establish a community-based multidisciplinary threat assessment team including a school administrator, local law enforcement representative, local or county mental health department representative, juvenile justice system representative, and other trained individuals.

Directs the Department of Education to develop a model policy in consultation with community mental health programs, law enforcement, education, and juvenile justice agencies covering protocols for both school-based and community-based threat assessment teams.

Model policy must include risk factor identification, intervention and supervision strategies, safety planning, consultation and referral procedures, risk management and intervention planning, and processes for referrals to law enforcement and the juvenile justice system.
