Modifies definitions of "face-to-face" and "telemedicine" to allow substance use disorder and mental health treatment via electronic combined audio and visual communication, including from a client's or provider's residence.

Permits comprehensive assessments for substance use disorder to be conducted in person or via telemedicine within three calendar days of service initiation (or within three days of treatment sessions for nonresidential programs).

Allows alcohol and drug counselors to document verbal approval from clients receiving telemedicine services in lieu of written signatures on treatment plans and plan changes.

Expands chemical use assessments to include two-way interactive video or telephone communication, and removes the three telemedicine service per week limit for substance use disorder and mental health services provided via two-way interactive video or telephone.

Effective January 1, 2022, or upon federal approval, whichever is later; repeals section 245G.22, subdivision 13.
