Prohibits construction of new schools on land located within one-quarter mile of a dump site or closed landfill, effective July 1, 2022.

Requires schools already located within one-quarter mile of a dump site or closed landfill to provide annual written notice by regular mail to parents and employees at least 60 days before each school year, beginning with the 2022-2023 school year.

Notice must include a map drawn to scale of school grounds and landfill perimeter, years of operation, volume and type of waste, contamination measurements, and any mitigating actions taken.

Schools may be exempt from the prohibition and notice requirements if soil testing by an independent contractor shows all chemicals are below the Pollution Control Agency's intrusion screening and soil reference values, and methane concentration is below 0.5 percent by volume.

Applies to public schools and charter schools as defined in state law; "agency" refers to the Pollution Control Agency.
