Requires coroners and medical examiners to prepare and present an annual budget to the county board, including a budget summary for the next fiscal year and an organizational chart verifying certification requirements.

Annual budget documents must include aggregate data from the previous calendar year: total cases referred, cases where jurisdiction was accepted, total medical examiner autopsies, anatomical gifts by county, and data by case type.

County boards must conduct annual public review meetings with notice and opportunity for public testimony and written comment on the budget, and either certify the budget or request revisions.

County boards must forward certified budgets annually to legislative committees with jurisdiction over local government coroners and medical examiners.

Amends the requirement that coroners and medical examiners maintain publicly available communication policies to include communication "during and after" death investigations, and limits annual budget requirements to counties with populations under 100,000 (effective July 1, 2021).
