Establishes a 911 telecommunicator working group convened by the commissioner of public safety with representatives from 14 organizations including police associations, sheriffs, fire chiefs, county and city leagues, tribal dispatchers, EMS boards, and emergency communications entities.

Organizations must designate working group members by June 15, 2021, with commissioner appointments finalized by July 1, 2021, and the first meeting required by August 1, 2021.

Working group must submit a report by January 15, 2022 to legislative public safety committees with recommendations for a statutory definition of 911 telecommunicators, minimum training and continuing education standards, certification standards, and funding options for mandated training.

Members serve without compensation, with the commissioner providing administrative support and the working group permitted to meet remotely with an elected chair responsible for document management.

Working group expires January 15, 2022, with the section becoming effective the day following final enactment.
