Appropriates approximately $5.6 million for fiscal year 2021 and $14.3 million annually for fiscal years 2022 and 2023 across multiple state departments and funds to cover salary increases.

Establishes that salary supplements are not counted toward pension contributions or benefits calculations, and requires commissioners to use recent salary and benefits survey data in future collective bargaining negotiations, prohibiting pattern bargaining use.
