Expands fire suppression system installation at Minnesota Correctional Facility - St. Cloud to include Living Units D and E, in addition to previously authorized Units A, B, and C, with $800,000 appropriated.

Provides $650,000 grant to city of Mahnomen for water and wastewater infrastructure improvements, exempt from project priority list requirements.

Allocates $1,250,000 grant to city of Mahnomen for drinking water infrastructure improvements, exempt from project priority list requirements.

Allocates $24,027,000 total grant to city of Oronoco for regional wastewater and water distribution system serving the city and Oronoco Estates Manufactured Home Community, divided into $1,350,000 for design and engineering and $22,677,000 for construction.

All sections become effective the day following final enactment.
