Establishes a statewide moratorium prohibiting state agencies and political subdivisions from issuing permits for or authorizing new billboards anywhere in Minnesota after the bill's effective date.

Defines "billboard" as an advertising device visible to any person, whether in a motor vehicle or not, based on the definition in Minnesota Statutes section 173.02, subdivision 16.

Declares all existing billboards to be nonconforming uses subject to Minnesota Statutes sections 462.357, subdivision 1e and 394.36.

Voids any conflicting ordinances, charter provisions, or policies that would allow new billboards.

Amends the amortization prohibition statute to allow municipalities to enforce amortization for billboards, similar to adults-only businesses, permitting eventual elimination of existing billboards.
