Expands the definition of "elected county local official" to include school board members, city mayors, city council members, and other city officials, making them subject to recall elections under existing removal procedures.

Establishes a "filing official" definition designating the county auditor for county offices, school district clerk for school board members, and city clerk for city offices to handle removal petitions and procedures.

Requires removal petitions to contain signatures from at least 25 percent of voters in the preceding election for that office, with allegations of malfeasance or nonfeasance; petitions cannot be filed within 180 days before a general election.

Eliminates the school board's authority to remove members under Minnesota Statutes 123B.09, subdivision 9, which previously allowed removal by concurrent vote of four board members for proper cause.

Takes effect July 1, 2021, and applies to incumbent officials and those elected on or after that date.
