Creates separate approval requirements for internet continuing education courses for manufactured home installers, exempting them from the standard IDECC or IACET approval process.

Manufactured home installer courses must be approved by the United States Department of Housing and Urban Development or the Minnesota Commissioner of Labor and Industry, with approval accompanying the course completion certificate.

Establishes 23 technical and content requirements for all internet continuing education courses, including encryption, seat time tracking, interactivity, identity authentication, and 24/7 availability (except for live instructor-led courses).

Requires final examinations to achieve 70 percent correct answers and allows either encrypted online examinations or proctored paper examinations.

Effective the day following final enactment.
