Extends the deadline for transferring unused state funds from the premium security plan account from June 30, 2023 to June 30, 2024, to the commissioner of commerce for deposit in the health care access fund.

Requires the Minnesota Comprehensive Health Association to administer the Minnesota premium security plan through the 2022 benefit year.

Maintains the $271,000,000 spending cap for benefit years 2018 and 2019 for operational and administrative costs and reinsurance payments under the Minnesota premium security plan.

Establishes the funding priority order for the plan using federal funding first, followed by designated state funds, health care access fund monies, and general fund appropriations as needed.
