Amends Minnesota Statutes 2020, section 122A.06, subdivision 4, to modify the definition of "comprehensive, scientifically based reading instruction" for school districts.

Removes the word "balanced" from the requirement that instruction include "effective, balanced instruction" in all five areas of reading (phonemic awareness, phonics, fluency, vocabulary development, and reading comprehension).

Adds definitions for each of the five reading areas: phonemic awareness, phonics, fluency, reading comprehension, and vocabulary development.

Specifies that districts are encouraged to use strategies teaching reading and writing in English learners' native language and English simultaneously.

Becomes effective July 1, 2022, and preserves school districts' authority to select their own reading programs or curricula.
