Appropriates $60,000 in fiscal year 2020 from the coronavirus relief federal fund to the agriculture commissioner for additional farm advocate services in response to COVID-19 as a one-time appropriation.

Requires the agriculture commissioner to report to legislative agriculture finance committees by January 31, 2022 on recruitment methods, number of applicants, number of interviews conducted, and number of people hired for positions created by this appropriation.

Extends the availability of the farm advocate services appropriation from December 30, 2020 to December 31, 2021.

Requires commissioner of management and budget to determine that appropriations are an eligible use of the coronavirus relief fund before funds may be spent.

Both amendments are effective retroactively from December 30, 2020.
