School districts may employ short-call substitute teachers who meet professional requirements under Minnesota Statutes section 122A.181, subdivision 2, paragraph (b), in any content area without standard licensing requirements.

Each assignment for a short-call substitute teacher to replace a regular teacher must not exceed 15 consecutive school days.

School districts must conduct background checks on all short-call substitute teachers employed under this program in accordance with section 123B.03.

Districts must report all short-call substitute teachers they employ to the Professional Educator Licensing and Standards Board and confirm each person meets the professional requirements.

The pilot program is effective only for the 2020-2021, 2021-2022, and 2022-2023 school years.
