Establishes new child-adult capacity ratios for group family day care programs: 10 children (8 under 5 years old, max 2 under 12 months), 12 children (10 under 5 years old, max 2 under 12 months), or 18 children with 2 adults (16 under 5 years old, max 4 under 12 months)

Allows a helper to substitute for a second adult caregiver in 18-child capacity facilities when only one child under 12 months is present

Increases licensed capacity limits from 14 to 18 children for special family day care homes, permitted single-family residential uses, and properties subject to zoning regulations

Changes staff-to-child ratio requirement from 1:7 to 1:9 during transition periods for variance programs

Modifies maximum family child care license capacity from 14 to 18 children in licensing variance provisions
