Establishes a stadium payoff fund in the state treasury to be used for redeeming or defeasing outstanding stadium appropriation bonds under Minnesota Statutes section 16A.965.

Requires the commissioner of management and budget to transfer annually by October 1 any amount in the general reserve account exceeding the greater of $44,000,000 or stadium-related expenses to the stadium payoff fund.

Requires the commissioner to notify chairs and ranking minority members of the house Ways and Means Committee and senate Finance Committee at least 15 days before increasing available revenues by up to $20,000,000 from income taxes if revenues are insufficient.

Mandates the commissioner submit annual reports by October 15 beginning in 2021 to legislative committees analyzing stadium payoff fund usage, projected payoff balances, and estimated timing for redeeming or defeasing stadium appropriation bonds.

Repeals Minnesota Statutes section 16A.727 conditionally, 60 days after the commissioner certifies that stadium appropriation bonds have been redeemed or defeased.
