Prohibits local governments (counties, home rule charter cities, statutory cities, and joint powers entities) from entering into agreements with the federal government to provide facilities for detaining individuals based solely on civil violations of federal immigration law

Voids any such agreements whether entered into before or after the bill's effective date

Defines "federal government" as any agency, department, or body of the United States government, or entities operating under federal contract

Becomes effective the day following final enactment
