Establishes a State Emblems Redesign Commission to develop and recommend new designs for the official state flag and seal by January 1, 2022.

Commission consists of 12 voting members including three public appointees (by governor), two house members, two senate members, and one member each from councils representing African Heritage, Latino Affairs, Asian-Pacific Minnesotans, and two from the Indian Affairs Council.

Includes five ex-officio nonvoting members from the Secretary of State, Minnesota Historical Society, Capitol Area Architectural and Planning Board, Minnesota Arts Board, and Explore Minnesota Tourism.

New designs must accurately and respectfully reflect Minnesota's shared history, resources, and diverse cultural communities; symbols representing only a single community or person are prohibited.

Repeals Minnesota Statutes sections 1.135 and 1.141 (current state seal and flag statutes) effective May 11, 2021; legislature intends to vote on adopted designs during 2022 regular session for implementation by May 11, 2022.
