Appropriates $2,000,000 in fiscal year 2022 and $2,000,000 in fiscal year 2023 from the general fund to the commissioner of employment and economic development for grants to Youthprise.

Youthprise must distribute funds through a competitive process to community organizations providing economic development services in communities with concentrated east African populations, including Faribault, Rochester, St. Cloud, Moorhead, and Willmar.

Requires that at least 50 percent of grants go to organizations serving communities located outside the seven-county metropolitan area as defined in Minnesota Statutes, section 473.121, subdivision 2.

Mandates the commissioner submit annual reports by January 15 starting in 2024 to the chairs and ranking minority members of the house and senate committees with jurisdiction over economic development detailing grant fund usage and outcomes achieved.
