Amends Minnesota Statutes section 471.9996 to change "In general" to "Prohibition" and removes the exception allowing local governments to control rents on private residential property if approved by voters.

Repeals subdivision 2 of section 471.9996, which previously permitted cities, counties, and towns to adopt rent control ordinances or charter amendments if approved in a general election.

Maintains existing exceptions allowing local governments to manage property with financial interests through housing authorities, contract with property owners, comply with federal or state law, and mediate rent negotiations between owners and tenants.

Becomes effective the day following final enactment.
