S.F. No. 938 - Metropolitan Council Election Bill

• Transitions Metropolitan Council from 16 governor-appointed members plus an appointed chair to 17 elected members with an elected chair, effective after redistricting following the 2020 census.

• Establishes staggered four-year terms for elected council members, with members representing odd-numbered districts having terms ending in years ending in "5" and even-numbered districts in years ending in "7."

• Sets campaign expenditure limits of $90,000 in election segments and $30,000 in nonelection segments for Metropolitan Council candidates, with contribution limits of $1,000 per individual per segment.

• Provides eligible Metropolitan Council candidates a $20,000 public subsidy upon meeting spending limit agreements and contribution thresholds of $3,000 from Minnesota voters.

• Applies to elections in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties, effective for the 2022 state primary and thereafter.
