• Renames the Minnesota Higher Education Facilities Authority to the Minnesota Health and Education Facilities Authority and expands its authority to finance and construct health care facilities in addition to education facilities.

• Increases the authority's bonding capacity from $1.3 billion to $4 billion for acquiring, constructing, and refinancing projects.

• Expands the authority's board membership from 8 to 9 members and adds requirements that at least one member represent health care organizations and that a nonprofit health care association designate an advisory nonvoting member.

• Adds comprehensive definitions and provisions for health care facilities, organizations, and affiliates, including facilities in geographically contiguous states when affiliated with Minnesota nonprofits.

• Health care facility projects must comply with state law requirements including sections 144.5509, 144.551, 144A.071, and 252.291 for authorizing construction and modifications.
