Amends Temporary Senate Rule 12.1 to permit senate committee and subcommittee meetings to use remote participation and voting methods until adjournment of the 2022 regular session.

Allows remote meetings during peacetime emergencies related to COVID-19, special sessions, or anytime by the Committee on Rules and Administration, provided all participants can see and hear one another.

Permits members to participate using only audio if internet connection prevents video participation, with all remote meetings made contemporaneously available electronically to the public.

Amends Temporary Senate Rule 40.7 to allow senators to vote from locations outside the Senate chamber during special sessions, peacetime public health emergencies, and until adjournment of the 2022 regular session.
