Appropriates $400,000 in fiscal year 2022 from the general fund to the Board of Trustees of the Minnesota State Colleges and Universities, with $250,000 for Winona State University and $150,000 for Minnesota State College Southeast.

Requires Winona State University to develop a teacher preparation program leading to initial licensure in at least one career and technical education license area by the 2024-2025 school year.

Mandates partnership between Winona State University and Minnesota State College Southeast to provide subject matter training, ideally resulting in candidates earning an associate's degree from the college and a bachelor's degree from the university.

Permits funding to be used for analyzing existing course offerings, identifying courses needing adjustment or creation, designing and implementing new courses, and securing program approval from the Professional Educator Licensing and Standards Board.

Extends unencumbered balance cancellation until July 1, 2025, rather than the standard deadline under Minnesota Statutes section 16A.28.
