Amends Minnesota Statutes section 477A.17 to modify payment-in-lieu-of-taxes for Lake Vermilion-Soudan Underground Mine State Park, with annual payments equal to 1.5 percent of appraised land value.

Establishes that for the first five years after land acquisition, appraised value equals the purchase price plus any donated land value; thereafter appraised value cannot fall below the 2010 appraised value.

Adds the "Granelda Unit" to the state park, comprising specific parcels in St. Louis County (Township 63 North of Range 17 and Township 63 North of Range 18).

Requires annual payments from the Granelda Unit to be distributed one-third to school districts, one-third to the town, and one-third to the county, with the county's share for unorganized Township 63, Range 17 transferred to a public safety facility for operations and maintenance.

Effective date for payment modifications begins with aids payable in 2022; Granelda Unit addition effective the day following final enactment.
