If the commissioner of natural resources terminates state mineral leases for a mine permit involving mining, direct reduction of ore, and steel production in calendar year 2021, the commissioners of natural resources and the Pollution Control Agency must wait at least two years before terminating associated environmental permits.

Earlier permit termination is permitted if necessary to ensure environmental protection or if required by federal law.

Permittees may still propose to amend, transfer, or cancel permits under existing law without restriction.

The commissioner of natural resources may terminate or transfer state mineral leases provided the action complies with all requirements of Minnesota Statutes, chapter 93.
