Appropriates $70,000,000 from the state fiscal recovery fund to the Public Facilities Authority for a grant to construct a new regional wastewater treatment facility in Goodhue County.

Facility will serve the joint powers sanitary district comprising the cities of Zumbrota, Goodhue, Pine Island, and Wanamingo, and will function as a state-of-the-art regional wastewater facility prototype.

Facility shall provide wastewater treatment service for the Elk Run settlement lands of the Prairie Island Indian Community, connecting to existing wastewater infrastructure in Pine Island.

Appropriation covers predesign, design, engineering, permitting, construction, equipment, and infrastructure improvements necessary to connect the facility to communities in the sanitary district.

Appropriation is a one-time grant available until the project is completed or abandoned, subject to Minnesota Statutes section 16A.642, and becomes effective the day following final enactment.
