Appropriates $70,000,000 from bond proceeds to the Public Facilities Authority for a grant to construct a new regional wastewater treatment facility in Goodhue County.

Facility will serve the joint powers sanitary district comprising the cities of Zumbrota, Goodhue, Pine Island, and Wanamingo.

Includes funding for predesign, design, engineering, permitting, construction, equipment, and infrastructure connections to serve the four communities and the Prairie Island Indian Community's Elk Run settlement lands.

Authorizes the commissioner of management and budget to sell and issue up to $70,000,000 in state bonds in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Effective the day following final enactment.
