Proposes a constitutional amendment to change Minnesota's fiscal biennium from July 1 - June 30 to May 16 - May 15 in odd-numbered years, to align with the May adjournment of regular legislative sessions.

Amendment must be submitted to voters at the 2022 general election with the question asking whether the state's budget biennium should start on May 16 and end on May 15.

Makes conforming changes to Minnesota Statutes across multiple sections to replace all references to "June 30" and "July 1" with "May 15" and "May 16" respectively in fiscal year definitions and related reporting dates.

Establishes the "Stop Special Session Act of 2021" as the citation for this legislation.

Upon voter approval of the amendment, conforming statutory changes take effect beginning fiscal year 2024, with fiscal year 2023 ending early on May 15, 2023.
