HF4 Summary

• Appropriates $67,798,000 (FY 2022) and $57,798,000 (FY 2023) to the Minnesota Housing Finance Agency for housing programs including workforce development, manufactured home parks, homeownership assistance, and rental housing rehabilitation.

• Expands housing infrastructure bond authority by $100,000,000 and increases rehabilitation loan limits for owner-occupied housing from $27,000 to $37,500.

• Allows manufactured homes affixed to real property owned by cooperatives or nonprofits to be converted from personal property to real property improvements, with new documentation procedures.

• Phases out the COVID-19 eviction moratorium over 105 days with exceptions for safety violations, lease violations other than nonpayment, and tenants ineligible for rental assistance programs.

• Establishes a 24-member task force on shelter to develop standards for shelter provision and examine state oversight feasibility; requires landlords to notify tenants about rental assistance programs before filing eviction actions for nonpayment.
