Amends Minnesota Statutes 2020, section 645.44, subdivision 5, to recognize Juneteenth, June 19, as a state holiday in Minnesota.

When Juneteenth falls on Sunday, the following Monday becomes the holiday; when it falls on Saturday, the preceding Friday becomes the holiday.

No public business may be transacted on Juneteenth except in cases of necessity or by the legislature, and civil process cannot be served on the holiday.

For the executive branch, Juneteenth is included as a holiday; other branches of state government and political subdivisions may choose to observe it.

Requires public employers and employee organizations to amend any agreements citing Veterans Day as the fourth Monday in October to instead cite November 11.
