Requires the commissioner of management and budget to submit proposed expenditures exceeding $2,500,000 to the Legislative COVID-19 Response Commission for review, with the commission having three days to recommend approval or disapproval.

Transfers $550,000,000 from the state fiscal recovery federal fund to the general fund in fiscal year 2023 and $550,000,000 in fiscal year 2024 for government services, with an alternative appropriation structure if transfers are deemed ineligible under federal guidance.

Suspends statutory appropriation authority for $1,233,000,000 of American Rescue Plan Act funds, requiring direct legislative appropriation, with remaining unappropriated funds reverting to the commissioner of management and budget by June 15, 2022.

Requires monthly expenditure reports from the commissioner of management and budget detailing spending amounts, purposes, and additional documentation for the COVID-19 flexible response account.
