Establishes a seven-member Health Care Commission appointed by the governor with senate consent, with at least one member from outside the seven-county metropolitan area.

Commission has authority to develop and adopt a state health care plan annually and issue certificates of need for health care facilities, projects, and services based on the plan's standards.

Requires certificates of need before building new health care facilities, relocating facilities, changing hospital bed capacity, closing hospitals, or changing the type or scope of health care services.

Creates regional health care planning boards composed of health care companies, providers, health plans, employers, consumers, and elected officials to make recommendations and provide technical assistance.

Grants the commissioner of health power to petition for involuntary receivership of health care facilities and gives local governments right of first refusal to purchase facilities in receivership at fair market value.
